Goods controlled by the Ministry of National Defense (SEDENA)


Imports of firearms, cartridges and explosives into Mexico are regulated by the “Agreement establishing the classification and codification of goods whose import or export is subject to regulation by the Ministry of National Defense.”, and the authority enforcing it is the Directorate General of the Federal Register of Firearms and Explosives Control, which reports to the Ministry of National Defense.

We suggest you take into consideration the following information:

  1. Items that do not require a special permit for import or export.
2. Items that do require a special permit for import or export issued by the Ministry of National Defense.
3. Restricted items: import and export is not authorized unless for public safety agencies.

Smuggling weapons, ammunition, cartridges, explosives and related chemical substances into Mexico is a criminal activity punished by the Federal Law on Firearms and Explosives. Punishments:

  • Five to thirty years of prison and twenty to five hundred day-rate fine days: to anyone unlawfully bringing to the national territory weapons, ammunition, cartridges, explosives and materials for exclusive use of the Army, Air Force or controlled items.
  • Three to ten years of prison: to anyone unlawfully bringing to the national territory firearms not reserved for use by the Army, Navy and Air Force.

Rifles and pistols powered by compressed gas in pressure cylinders with CO2, carbonic gas, or any other regulated substance under the rules of the Federal Law on Firearms and Explosives, and paintball ammunition must come with a special import permit from the Ministry of National Defense.  

Note: In Relation to the items listed on the first bullet point, although they do not require a special import permit, the goods are subject to inspection by the relevant customs authority, for the sake of National Security.
