International transit

The transit regime consists in the transport of goods, under fiscal control, from one domestic customs office to another one.

It shall be considered international transit of goods when conducted according to any of the following assumptions:

  1. The entrance customs office sends the depart customs office the foreign goods arriving at national territory with destination abroad.
  2. Domestic or nationalized goods transported by foreign territory to re-entry to national territory.

The terms established in Annex 15 of the General Regulations of Foreign Trade in effect shall be fulfilled.

Customs offices authorized to proceed with the customs clearance of goods beginning the international transit in the northern border and finish in the southern border of the country or vice versa.

  1. Colombia

  3. Matamoros, solely by the Customs Section at Lucio Blanco-Los Indios
  4. Subteniente López
  5. Ciudad Hidalgo

Fiscal route for the drivers to make their trip from the Customs Office at Ciudad Reynosa or Matamoros (Customs Section at Lucio Blanco-Los Indios)

  1. From Ciudad Reynosa or from Matamoros, solely by the Customs Section at Lucio Blanco-Los Indios to San Fernando, Tamps.
  2. From San Fernando, Tamps. to Los Rayones, Tamps.
  3. From Los Rayones, Tamps. to Santander Jiménez, Tamps.
  4. From Santander Jiménez, Tamps. to Güemez, Tamps. From Güemez, Tamps. to Ciudad Victoria, Tamps.

Railroads that the driver shall use

For the route from Ciudad Reynosa or from Matamoros, solely by the Customs Section of Lucio Blanco-Los Indios to Ciudad Hidalgo, Chis., the driver shall use the federal highway number 97, 101, 132, 180, 180 D, 145, 147, 190 and 200.

For the route from Ciudad Reynosa or from Matamoros, solely by the Customs Section of Lucio Blanco-Los Indios to Belize, the driver shall use the federal highways 97, 101, 132, 180, 180 D and 186.

Drivers coming from the Customs Office of Colombia, shall use the border highway number 2 until junction with federal highway number 97 from Reynosa, having to use the highways stated in the previous paragraphs herein as it may correspond.

In what regards to drivers beginning the international transit within the national territory at the Customs Offices of Ciudad Hidalgo or Subteniente López, they shall follow the route in the reverse order aforementioned.

Goods for which no international transit by national territory proceeds

  1. Goods whose tariff is higher to the 35% classified in the tariff codes: 0105.11.01, 0713.33.99, 2101.11.01, 2101.11.02, 2101.11.99 and 2101.12.01.
  2. Used tires and goods from the tariff codes: 4004.00.02, 4012.20.01, 4012.20.99, 8708.70.02, 8708.70.04, 8708.70.07 and 8708.70.99.
  3. Used clothes from the tariff code 6309.00.01.
  4. Regarding pesticides, fertilizers and toxic substances foreseen in the Agreement providing the classification and codification of goods whose import is subject to regulations by the dependencies integrating the Inter-secretariat Commission for the Control of the Process and Use of Pesticides, Fertilizers and Toxic Substances issued at the Official Gazette of the Federation on May 26, 2008; the international transit by national territory shall only be accepted when the interested parties have the pertaining authorization for their transport within the national territory, issued by the competent authority.
  5. In what regards to hazardous wastes and goods causing ecological imbalances to the environment foreseen in the Agreement providing the classification and coding of goods whose import and export is subject to the regulation by the Secretary of Environment and Natural Resources issued in the Official Gazette of the Federation on June 30, 2007, international transit within the national territory shall only proceed when the interested parties have the ecologic guides for their transportation within the national territory, issued by the pertinent authority.
  6. Firearms, cartridges, explosives and other goods subject to a permission or authorization by the Secretary of National Defence classified in the tariff codes: 9301.10.01, 9301.10.99, 9301.20.01, 9301.90.99, 9302.00.01, 9302.00.99, 9303.10.99, 9303.20.01, 9303.30.01, 9303.90.99, 9304.00.01, 9304.00.99, 9305.10.01, 9305.10.99, 9305.20.01, 9305.20.99, 9305.99.99, 9306.30.03, 9306.30.04, 9306.21.01, 9306.21.99, 9306.29.99, 9306.30.02, 9306.30.99, 9306.90.01, 9306.90.02, 9306.90.99 and 9307.00.01.
  7.
